Eligible Oregon residents who submit an application for a concealed handgun license, to the county in which they reside, are entitled to an Oregon CHL.
Washington, Idaho, Nevada, and California residents may apply for an Oregon CHL, but non-residents are not guaranteed to recieve an Oregon CHL.
The Oregon CHL course certificate is proof of completing the educational requirements.
